Car toll: operators for car tolls are stuck

Preparations for the start of the controversial Car toll in Germany are progressing. The two operating companies have been determined: The contract will be awarded to a consortium consisting of the Austrian toll system provider Kapsch TrafficCom and the German concert promoter and ticket seller CTS Eventim, said the Ministry of Transport. The order volume lies over the planned minimum contract period of twelve years with scarcely two billion euro, communicated the companies. Kapsch also received the order for toll checks in October.

The Minister of Transport Andreas Scheuer (Christian Social Union) said: "The technical and organizational implementation and the construction of the systems can now begin quite concretely." He continued, "The car toll comes in this legislature."

The toll should be levied on federal highways and highways. It is a prestige project of the CSU in the grand coalition. Domestic motorists should be relieved in return for toll payments by a lower motor vehicle tax. Drivers from abroad should pay only for highways. After deduction of the costs, the toll should contribute a good 500 million euros per year for investments. However, there is still doubt about the revenue and legality of the toll.

Austria has Germany before the European Court of Justice (ECJ). The Netherlands also wanted to participate in the lawsuit. From the perspective of the government in Vienna, the German car toll violates EU law. Drivers are discriminated against on grounds of nationality, argue the applicants (Case C 591/17). The Ministry of Transport, on the other hand, believes that the toll is in line with European law. A verdict is expected to fall in the middle of next year.

The operating company is a joint venture between the two companies, in which both partners hold 50 percent of the shares, according to the company Department of Transportation With. The final award by the federal government should take place after a ten-day information and waiting period, in which inferior bidders could claim legal protection.

According to the Ministry, one of the tasks of the operating company, for example, is to develop and operate an app and a website. Holders of vehicles registered abroad should be able to log in there. It also concerns the establishment and operation of paying agents, where the toll can be booked manually.
