The Spurs were very committed to an agreement to land the Paris Saint-Germain star in a £ 20 million move last month.
But before the transfer could be sealed, Rabiot's father, Michel, died a few days before the January window was closed.
And the family decided to put the business on hold with respect to his mother and agent, Veronique, declaring that nothing would be done until the summer.
That's when Rabiot, 23, becomes a free agent.
He has no future at the PSG after being suspended because he has refused to sign a new contract and the only way is to get out of Paris.
The Spurs boss, Mauricio Pochettino, is a big fan of the midfielder and would like to have some other option in North London.
But both Barcelona and Liverpool have already shown great interest in the French international and also Arsenal, would like to join the queue to capture Rabiot, who worked with the Unai Emery chief in France.
And this leaves Tottenham, who has not made any signatures in the last two transfer windows, fearing that another important sign would slip through his fingers in the summer.
