The International Paralympic Committee (IPC) conditionally restored membership of the Russian Paralympic Commission (PCR).

By restoring the status, Russian athletes can perform under the flag of their country.

Membership will be fully restored from March 15 if the Russian party meets some of the IPC criteria.

The Russian committee noted that they applaud this decision, although they regard it as late and unconditional, which is mentioned on the RPC website.

The Court of Arbitration for Sports (CAS) did not allow Russian athletes to participate in the Paralympics 2016 held in Rio de Janeiro.

An independent commission from the World Anti-Doping Agency (WADA) has published a report that talked about the use of illegal drugs by Russian athletes during international competitions. The document also reported that 35 positive samples of the Russian paralympians disappeared in 2012-2015.

In the Paralympics-2018 in South Korea Russian athletes took part in the status of "Neutral Paralympic Athletes" (NPA). The Paralympic flag during a parade of athletes in front of them was worn by a volunteer.
