MOSCOW, November 10 – RIA news. In Ukraine, the law on criminal responsibility for Russians who illegally crossed the Ukrainian border came into force. In Moscow he was called an attempt to intimidate Russian citizens and to make Ukraine a concentration camp.
Kiev is going to extend the law to Crimea, which is still its own country. According to Ukrainian law, Russians can only enter Crimea via Ukrainian roadblocks, although the peninsula was reunited with Russia as a result of a referendum in March 2014.
In Russia, the law was called an anti-Russian hysteria before the elections, which will have negative consequences for the citizens of Ukraine itself. The authorities of Crimea do not exclude that this is also an attempt to block the flow of tourists to the peninsula.
The essence of the document
The Verkhovna Rada approved the law on October 18, Petro Poroshenko signed it and on 9 November the document was published in the official press.
According to the law, criminal liability threatens those who are denied access to Ukraine "for crossing the border to harm the interests of the state". The ban also applies to Russian soldiers and security officials crossing the border with Ukraine outside the checkpoints, without documents or with false documents.
Previously, offenders were threatened with fines and administrative arrests of up to 15 days. The new law provides for a prison sentence of up to three years. To reopen such actions or their assignment by a group of people – from three to five years, and to commit such actions with the use of weapons – from five to eight years.
At the same time, the original wording was stricter: the persons who had citizenship of the aggressor state (as the Ukrainian authorities call Russia – ca. Ed.), Or other persons in the interest of the aggressor state who bear criminal responsibility. But before the document was accepted, it was softened.
The representatives of the President in the Rada, the wife of the Attorney General, Irina Lutsenko, as well as the leader of the largest parliamentary group, the Petro Poroshenko Bloc, Artur Gerasimov, have initiated the tightening of responsibility.
Bullying and hysteria
Russian authorities have criticized the new Ukrainian law. For example, spokeswoman Maria Zakharova of the Foreign Ministry called him an attempt to stir up anti-Russian hysteria on the eve of the presidential elections to be held in Ukraine in the spring.
However, she noted that according to the law, almost everyone can get.
"The justification of cases of criminal responsibility contained in the text of the law, namely access to harm Ukraine, the use of inaccurate documents when crossing the border, gives the authorities ample, or rather, infinite possibilities for a free interpretation of the adopted document and a summary of the articles for each citizen. ", – said Zakharova.
The Duma believes that in this way Kiev is trying to intimidate the Russians. According to Sergey Zheleznyak, member of the State Duma Commission on International Relations, the Ukrainian authorities do everything possible to isolate Ukrainians from Russia and from Ukraine to make a country that is extremely dangerous to visit.
"The authorities in Kiev are looking for new ways to intimidate the Russians, so that no one will appear in Ukraine. This is the way the next cannibal law criminalizes the visits of the Russian Crimea to our citizens, something that the current Bandera pseudo – has nothing to do with it, "he said.
Do not dig a hole for another
In the opinion of the head of the tourist committee of the Crimean parliament of United Russia, Alexei Chernyak, Kiev has taken such measures to once again block the flow of tourists to Crimea. However, Chernyak is certain that such a move will turn against Ukraine itself – the number of tourists, including Russia, in Kiev and Odessa will decrease.
"The Kiev authorities are simply jealous of the colossal success of the Russian Crimea, but all their efforts are doomed to fail, they will not reduce the flow of tourists, but they will not accept themselves," Chernyak says.
The opinion that the new law will cause more damage to Ukraine itself was also expressed by the deputy of the Duma of Crimea, a member of the Russian faction Ruslan Balbek.
"The Poroshenko innovation is primarily aimed at intimidating its own citizens, they say, now we will plant a few Russians, and tomorrow you will be missed in the Crimea, called packs.This is held in the hope that Ukrainian tourists fear will be and stop to the peninsula the height of the summer season, "he told RIA Novosti.
The politician added that there are very few Russians crossing the border with Ukraine. The next presidential elections in Ukraine will be held in the spring and the parliamentary elections in the autumn of 2019.
